			<content:encoded><![CDATA[<p>Acting Governor Pat Quinn called for an education funding cut of $1.3 billion. This is equivalent to a 17 percent cut. After stating his willingness to cut education funding, Quinn acknowledged how critical education is to Illinois economic growth. He then said he would seek a one percent increase to prevent those deep cuts to education.</p>
<p>Quinn ill-advisedly told legislators that the rest of Illinois&#8217; $13 billion budget deficit should be addressed by borrowing money and by allowing existing and additional unpaid bills to continue to pile up.</p>
<p>What is Pat Quinn thinking? Allowing more bills to pile up could be disastrous for the state in general and Not-For-Profit agencies in particular. It can create a crisis in the lives of Illinoisans who rely upon NFP agencies for skill development and job training, alcohol and drug rehabilitation, as well as senior citizen services and child care services, Many of the delegate agencies which provide those critical services are cash strapped and on the verge of collapse. Many are likely to fail if the state does not pay them, soon.</p>

<p>Pat Quinn, Education is nothing to play with. It is the one core state responsibility that can not sustain additional cuts. It&#8217;s obvious to me that your threat was half-hearted. However, even your insincere threat may be damaging to the already fragile and underperforming Illinois educational system.</p>

<p>A handful of protesters gathered this morning outside Chicago Public Schools headquarters, angry that the district&#8217;s back-to-school push is being led by CPS graduate Jeremih Felton, singer of the popular song &#8220;Birthday Sex.&#8221;</p>
<p>Calling Jeremih Felton &#8220;a sultry song singer with sensual lyrics,&#8221; gubernatorial candidate William Dock Walls said CPS should have gone in a more wholesome direction when picking a celebrity to encourage students to get back to school.</p>
<p>&#8220;A six-year-old is encouraged to say to another six-year-old, &#8216;It&#8217;s my birthday — let&#8217;s have sex,&#8217;&#8221; Walls said of the song&#8217;s lyrics, in which the singer offers a special gift — himself — to his lady lover for her birthday&#8230; </p>

<p>You can also get FREE counseling at your local County Cooperative Extension Service listed in the government section of your phone book under County Government.</p>
<p><strong>Free Benefits Guide</strong></p>
<p>Do you think you may be eligible for government benefits, but aren&#8217;t sure? Believe it or not, Uncle Sam has BILLIONS of dollars to give away for free&#8230; if you know where to look.</p>

Fill out a short questionnaire, and you&#8217;ll be provided with a list of benefits that may apply to you, as well as a full description and links to the resources.</p>
<p><strong>Free Tax Help for Military Personnel</strong></p>
<p>Military persons and their families receive free tax preparation. The Armed Forces Tax Council consists of the tax program coordinators for the Army, Air Force, Navy, Marine Corps and Coast Guard.</p>
<p>The AFTC oversees the operation of the military tax programs worldwide and serves as the main outreach by the IRS to military personnel and their families. They are trained and equipped to address military-specific tax issues, such as combat zone tax benefits and the effect of the new Earned Income Tax Credit (EITC) guidelines.</p>
<p><strong>Free Help to Start a Business</strong></p>
<p>If it&#8217;s your dream to start a business, you should know that you don&#8217;t have to go it alone. The government supports over 1,000 offices all over the country called Small Business Development Centers.</p>
<p>They will sit down with you and help tackle any problem you may be having with your business, such as funding, filling out forms, taxes, marketing, technical issues, contracting, etc.</p>

Illinoisans are regularly bombarded by such Doomsday scare tactics at budget time. “The sky is always falling; it is always the end of civilization as we know it.”</p>
<p>Governor Quinn and legislative leaders appear to be deadlocked. Quinn has not demonstrated a willingness to responsibly cut costs in ways that will not affect essential services. Legislators are unwilling to pass a tax increase that may jeopardize their re-election chances. </p>
<p>In fact, the recession will deepen if Illinois and other crisis stricken states are allowed to fail. It is time for Illinoisans to join with Californians, and call upon the Feds to redirect stimulus funds to assist the states. This will enable us to avoid Income Tax increases, funding cuts, layoffs and other pro-cyclical actions.</p>
