<p>Prior to the recent Democrat Primary Ed Scanlan and William Dock Walls each submitted petitions and nomination papers to run for Governor of the State of Illinois. While sparring and debating the issues on the campaign trail, Dock and Ed realized they had a lot in common.  Although Scanlan grew up on Chicago’s Southwest side, graduated St. Ignatius, Notre Dame and DePaul Law School and Walls grew up on the Southeast side of town, graduated CVS, Tuskegee University and IIT-Chicago Kent College of Law, both are Fiscally Conservative and Socially Responsive. Neither Walls nor Scanlan are eager to raise taxes or grow government.</p>
<p>Although, neither remained on the Primary Ballot, both Walls and Scanlan remained committed to the implementation of policies sure to improve Illinois. Convinced that together they can make a difference and repair Illinois, Walls and Scanlan have joined forces as Independent Candidates for Governor and Lieutenant Governor respectively. They combined Walls broad and expansive campaign organization with Scanlan’s vast fundraising potential. Scanlan indicated he will loan the campaign up to one million dollars.</p>
<p>Walls said “Ed and I are committed to the creation of hundreds of thousands of sustainable Private Sector jobs. We have plans to increase the number of manufacturing firms, fully fund education, properly restructure the Illinois Pension, and make our state forever economically viable.</p>
<p>According to Scanlan, “When it comes to wages, operations and pensions, Illinois State Government is way over-priced. We must adopt the best practices, proven in Private industry, and Normalize our overall costs. We must control state spending while maximizing services and providing the assistance people need most.” </p>
<p>“Ed and I know that none of the other candidates have the will, desire or ability to effectively lead Illinois.  We must alleviate the current economic crisis. We must create jobs and address the issues affecting safety in our communities.” Said Walls.</p>
<p>Walls and Scanlan have been warmly received and encouraged by voters throughout the entire state. Both are confident people will contribute money to support this campaign. Their goal is to inspire disaffected voters to come out and vote in record numbers.  </p>

<p>Like everyone else, candidate for Governor of the State of Illinois, William “Dock” Walls (I) is troubled by the massive number of killings in Chicago. However, Walls is convinced that the proposal by legislators Fritchey (Dem 11<sup>th</sup> District) and Lashawn Ford (Dem 8<sup>th</sup> District) to dispatch the National Guard to patrol Chicago streets is ill advised.  National Guardsmen do not have the sensitivity or training necessary to serve and protect the citizens of Chicago.</p>
<p> According to William Walls, “We must alleviate the current crisis and help improve overall safety. However, It would be too risky to allow the National Guard to take control of our neighborhoods. We can not allow Chicago to become a Police State. Yet, there is an appropriate role for every citizen and every force available. The National Guard should be deployed to monitor our Ports, Airports, Waterways, Railways and Highways to help stop the flow of illegal guns and drugs into the City of Chicago.”</p>
<p>Walls said, “Tens of thousands of cargo containers pass through and arrive in Chicago each day. The vast majority of them go unexamined, Many of them contain illegal gun and drugs.</p>
<p>Walls is calling upon Governor Quinn to order the National Guard to take over the investigation and inspection duty of containers passing through and along our Ports, Airports, Waterways, Railways and Highways. The National Guard should be instructed to strategically concentrate on identifying vehicles and vessels that might potentially carry dangerous contraband.</p>
<p>Chicago police officers currently assigned these enforcement duties could be redeployed to assist in troubled neighborhoods.</p>

<p>Illinois State Senate President John Cullerton&#8217;s office said he was &#8220;disappointed&#8221; Sunday night after his son was cited with driving under the influence in a Senate SUV provided to Cullerton.</p>
<p>Garritt M. Cullerton, 26, had a blood-alcohol level of 0.188 when he was pulled over in the 800 block of North Dearborn Street shortly after midnight Sunday, according to <a href="http://www.chicagobreakingnews.com/neighborhoods.html?region=3275031"></a><a href="http://www.chicagobreakingnews.com/neighborhoods.html?region=1435491">Chicago</a> police. The level is more than twice the legal limit of 0.08.</p>
<p>&#8220;A Senate vehicle assigned to the Senate President for official legislative business was used by his son without his authorization,&#8221; said a statement issued this evening by John Cullerton&#8217;s office.</p>
<p>&#8220;The Senate President is disappointed that this incident occurred and takes this matter very seriously. He will work to ensure that this does not occur in the future.&#8221;</p>
<p>Garritt Cullerton was cited with DUI, negligent driving and improper lane usage, police said.</p>
<p>He was driving a 2009 Ford Escape registered to the state Senate, according to records and police. Garritt Cullerton did not have any immediate comment. </p>
<p>John Cullerton sponsored a 2008 law requiring motorists convicted of drunk driving to blow into a device to prove their sobriety. Offenders have to do it every time they get behind the wheel in order to start the car. The measure, one of the strictest in the nation, was aimed at first-time offenders convicted of driving under the influence.</p>
<p>Garritt Cullerton worked as an analyst for the state House, according to state records. His <a rel="nofollow" href="http://www.linkedin.com/pub/garritt-cullerton/b/14/404" target="_blank">LinkedIn page</a> says he went to work for the state in 2007 after graduating from <a href="http://www.chicagobreakingnews.com/neighborhoods.html?region=105034">DePaul</a> University and stayed there through November 2009.</p>
<p>The senate president&#8217;s office did not answer several questions, such as when he first learned of the incident. Garritt Cullerton still lives at home with his parents, according to records.</p>

<p>SPRINGFIELD-The volume of Illinois&#8217; unpaid bills will likely increase by $1 billion in the next three months, according to a new report.</p>
<p>By the end of June, the backlog of unpaid bills could exceed $5.5 billion &#8220;absent any other developments,&#8221; noted Comptroller Dan Hynes, in a quarterly report on the state&#8217;s finances. Now, the state&#8217;s 200,000 unpaid bills total $4.5 billion.</p>
<p>The report warned the increase in unpaid bills could lead to &#8220;further erosion of the state service infrastructure.&#8221; Many providers will be unable to continue at current state funding, affecting vulnerable citizens across the state.</p>
<p>&#8220;The ability to operate state programs for children, seniors, and the disabled will become increasingly impaired,&#8221; the report said.</p>
<p>At least one vendor is already cutting their contract with the state because of it&#8217;s inability to pay its bills. Two weeks ago, a state ammunition vendor refused to ship bullets to the Illinois Department of Corrections unless the company was paid up front. The vendor, Shore Galleries Inc., was owed $6,000 by the state.</p>
<p>The department was forced to make an emergency purchase of bullets from an out-of-state vendor.</p>
<p>Currently, the comptroller&#8217;s office has $2 billion worth of critical bills each month that must be paid off first. These include payments towards debt service, Medicaid, schools and payroll. That doesn&#8217;t leave much money left over to pay down the state&#8217;s unpaid bills.</p>
<p>Meanwhile, the comptroller&#8217;s report is not putting much faith in the ability of lawmakers to correct the problem before they adjourn in May.</p>
<p>&#8220;There appear to be limited options left for the remainder of this fiscal year to substantially mitigate these conditions,&#8221; noted the report. &#8220;And the outlook for fiscal year 2011 is even more ominous.&#8221;</p></div>

<p>According to William Walls, “We are in the troughs of a severe Economic downturn. Despite optimistic projections, Chicago’s  Black Community has yet tot see any real improvement. Chicago area residents are still losing their homes to bank foreclosure. The unemployment rate amongst Blacks in Illinois is double that of Whites. The National Stimulus Packages have failed to bring relief to the people who need help the most.”</p>
<p>Tavis Smiley, Minister Farakhann and Reverend Jesse Jackson are preparing to discuss a National Black Agenda this Saturday on the campus of Chicago State University. National discussions are great, however, like Detroit, Los Angeles and New York, Chicago is a complex city with unique local issues. Our challenges are different from those faced by Blacks in cities within right to work states, including Atlanta, Birmingham, Charlotte, and Jacksonville.</p>
<p>Local the jobs created by the American Recovery and Reinvestment Act and the Illinois Capital Budget are controlled by unions. Historically, Blacks in Illinois have systematically been denied Union Membership. Recently, union apprenticeships programs have been curtailed due to the economic crisis. Therefore, Blacks will have little access to the construction and trade union jobs that will be offered during the upcoming construction season.</p>
<p>Walls said, “At this point in time, there is nothing more important than jobs creation. It is incumbent upon us to develop a plan to ensure the employment of ordinary people. To accomplish this, we must have an carefully designed Agenda.”</p>

			<content:encoded><![CDATA[<p>Acting Governor Quinn recently announced federal funding for the Chicago Region Environmental and Transportation Efficiency (CREATE) Program’s Englewood Flyover in Chicago. This American Recovery and Reinvestment Act (ARRA) project received $133 million under the  High-Speed Intercity Passenger Rail Program. The objective is to build a rail flyover in Chicago’s Englewood neighborhood. This project, intended to substantially reduce rail congestion, is expected to result in 1,446 direct and indirect jobs.</p>

<p>This will be a predominately Union workforce project. Pat Quinn has done nothing to encourage the Unions to include Englewood residents in apprenticeship programs.  In fact, nearly all apprenticeship programs across the 24 crafts affiliated with the <a href="http://www.chicagobuildingtrades.org/">Chicago and Cook County Building and Construction Trades Council</a> are closed to newcomers. According to Tom Villanova, president of the council,<br />
it is unlikely that this apprenticeship enrollment policy will change this year.</p>
<p>Under Pat Quinn&#8217;s leadership, the Illinois Department of Commerce and Economic Opportunity (the Illinois state agency responsible for workforce development) has failed to provide funding for Union apprenticeship programs.</p>

<p>Additionally, Pat Quinn has failed to direct that department to train and re-train Englewood residents to ensure their job readiness. </p>
<p>Consequently, few if any Englewood residents are qualified to work directly on this federally funded High-Speed rail project. Under Pat Quinn, at best, Englewood residents may be able to secure a few of the indirect jobs that may or may not result from this project.  </p>
<p>Once again, the local residents must bear the brunt of inconvenience; including road closures, heavy truck traffic, release of pollutants, etc. Meanwhile, Union members from Indiana, Iowa, Wisconsin, Michigan and other community outsiders get the good paying jobs with benefits.</p>

<p>I, for one, thought it strange that Dillard went down without a fight. The official count showed he only trailed Brady by 193 votes. Dillard received 155,334 votes. Brady received a total of 155,527 votes. These extremely anemic numbers indicate that Brady&#8217;s base is very small.</p>
<p>Brady is prone to &#8220;shoot from the hip&#8221; and make unsubstantiated claims.</p>
<p>In his first Press Conference, as the confirmed Republican nominee for Governor Brady erroneously insisted the Quinn administration had secretly released accused murderer Jonathan Phillips from prison last November. By all official indications, Phillips served his time minus the properly allotted time off for good behavior.</p>

<p>Brady is an exceptionally conservative candidate, whose policies are too extreme for the people of Illinois. He has no viable plan to alleviate the states budget crisis.</p>

<p>Brady does not appreciate the true value of education. According to statements, like the one contained in the video below, he will not make education a priority. In fact, Brady is willing to cut education spending right along with all other government services.</p>

			<content:encoded><![CDATA[<p>The 2010 Illinois Democrat Primary has been decided. At the conclusion of this hot and divisive contest Pat Quinn narrowly beat Dan Hynes. The margin of victory was approximately 7,500 votes.</p>
<p>The margian between Republican Gubernatorial hopefuls Bill Brady and Kirk Dillard is only a few hundred votes. When the Republican Gubernatorial Primary is finally decided, the winning Candidate will have garnered only 21% of the votes cast in that party’s primary. That is hardly a consensus.</p>
<p style="TEXT-ALIGN: justify">The unusually low voter turnout is most alarming. Only one out of four registered voters cast ballots in that election. This is a strong indication that voters were not enthusiastic about any of the Democrat or Republican Gubernatorial contenders, or the others candidates who sought their Party’s nomination.</p>
<p style="TEXT-ALIGN: justify">Although our complete analysis is ongoing, we have seen enough evidence that the people of Illinois want and deserve better. Therefore, I will resume my campaign for Governor as an Independent candidate.</p>
