			<content:encoded><![CDATA[<p>Acting Governor Pat Quinn called for an education funding cut of $1.3 billion. This is equivalent to a 17 percent cut. After stating his willingness to cut education funding, Quinn acknowledged how critical education is to Illinois economic growth. He then said he would seek a one percent increase to prevent those deep cuts to education.</p>
<p>Quinn ill-advisedly told legislators that the rest of Illinois&#8217; $13 billion budget deficit should be addressed by borrowing money and by allowing existing and additional unpaid bills to continue to pile up.</p>
<p>What is Pat Quinn thinking? Allowing more bills to pile up could be disastrous for the state in general and Not-For-Profit agencies in particular. It can create a crisis in the lives of Illinoisans who rely upon NFP agencies for skill development and job training, alcohol and drug rehabilitation, as well as senior citizen services and child care services, Many of the delegate agencies which provide those critical services are cash strapped and on the verge of collapse. Many are likely to fail if the state does not pay them, soon.</p>

<p>Pat Quinn, Education is nothing to play with. It is the one core state responsibility that can not sustain additional cuts. It&#8217;s obvious to me that your threat was half-hearted. However, even your insincere threat may be damaging to the already fragile and underperforming Illinois educational system.</p>

			<content:encoded><![CDATA[<p>Acting Governor Quinn recently announced federal funding for the Chicago Region Environmental and Transportation Efficiency (CREATE) Program’s Englewood Flyover in Chicago. This American Recovery and Reinvestment Act (ARRA) project received $133 million under the  High-Speed Intercity Passenger Rail Program. The objective is to build a rail flyover in Chicago’s Englewood neighborhood. This project, intended to substantially reduce rail congestion, is expected to result in 1,446 direct and indirect jobs.</p>

<p>This will be a predominately Union workforce project. Pat Quinn has done nothing to encourage the Unions to include Englewood residents in apprenticeship programs.  In fact, nearly all apprenticeship programs across the 24 crafts affiliated with the <a href="http://www.chicagobuildingtrades.org/">Chicago and Cook County Building and Construction Trades Council</a> are closed to newcomers. According to Tom Villanova, president of the council,<br />
it is unlikely that this apprenticeship enrollment policy will change this year.</p>
<p>Under Pat Quinn&#8217;s leadership, the Illinois Department of Commerce and Economic Opportunity (the Illinois state agency responsible for workforce development) has failed to provide funding for Union apprenticeship programs.</p>

<p>Additionally, Pat Quinn has failed to direct that department to train and re-train Englewood residents to ensure their job readiness. </p>
<p>Consequently, few if any Englewood residents are qualified to work directly on this federally funded High-Speed rail project. Under Pat Quinn, at best, Englewood residents may be able to secure a few of the indirect jobs that may or may not result from this project.  </p>
<p>Once again, the local residents must bear the brunt of inconvenience; including road closures, heavy truck traffic, release of pollutants, etc. Meanwhile, Union members from Indiana, Iowa, Wisconsin, Michigan and other community outsiders get the good paying jobs with benefits.</p>

<p>I, for one, thought it strange that Dillard went down without a fight. The official count showed he only trailed Brady by 193 votes. Dillard received 155,334 votes. Brady received a total of 155,527 votes. These extremely anemic numbers indicate that Brady&#8217;s base is very small.</p>
<p>Brady is prone to &#8220;shoot from the hip&#8221; and make unsubstantiated claims.</p>
<p>In his first Press Conference, as the confirmed Republican nominee for Governor Brady erroneously insisted the Quinn administration had secretly released accused murderer Jonathan Phillips from prison last November. By all official indications, Phillips served his time minus the properly allotted time off for good behavior.</p>

<p>Brady is an exceptionally conservative candidate, whose policies are too extreme for the people of Illinois. He has no viable plan to alleviate the states budget crisis.</p>

<p>Brady does not appreciate the true value of education. According to statements, like the one contained in the video below, he will not make education a priority. In fact, Brady is willing to cut education spending right along with all other government services.</p>

			<content:encoded><![CDATA[<p>The 2010 Illinois Democrat Primary has been decided. At the conclusion of this hot and divisive contest Pat Quinn narrowly beat Dan Hynes. The margin of victory was approximately 7,500 votes.</p>
<p>The margian between Republican Gubernatorial hopefuls Bill Brady and Kirk Dillard is only a few hundred votes. When the Republican Gubernatorial Primary is finally decided, the winning Candidate will have garnered only 21% of the votes cast in that party’s primary. That is hardly a consensus.</p>
<p style="TEXT-ALIGN: justify">The unusually low voter turnout is most alarming. Only one out of four registered voters cast ballots in that election. This is a strong indication that voters were not enthusiastic about any of the Democrat or Republican Gubernatorial contenders, or the others candidates who sought their Party’s nomination.</p>
<p style="TEXT-ALIGN: justify">Although our complete analysis is ongoing, we have seen enough evidence that the people of Illinois want and deserve better. Therefore, I will resume my campaign for Governor as an Independent candidate.</p>
