My ethics platform proposes structural changes that would not be subject to change at the discretion or whim of any governor.
Term Limits
I believe that corruption in State government begins and ends with the governor. Illinois is one of just 16 states without gubernatorial term limits. As long as anyone is allowed to serve as governor for life, there’s going to be corruption. There should be term limits similar to those restricting the President. No chief executive officer for the state of Illinois should serve more than two consecutive four-year terms. Eight years and out.
General Reform Measures
Allow the state to seize the profits and campaign funds of any official convicted of corruption. Public disclosure of Inspector General reports pertaining to state workers found guilty of wrongdoing. Strengthen the oversight of the contracts award process. Increase government accountability by strengthening the public records law. Increase lobbyist expense report requirements.
Whistleblower Rewards
We need a whistleblower program that rewards those who help expose corruption schemes. This would provide compensation to people who were harmed because of corruption schemes.
Financial Risk Bonds
We need financial risk bonds for certain employees in certain categories. The financial risk bond guarantor, not taxpayers, would assume responsibility for the compensation of injured parties.
Integrity
Integrity is an absolute commitment to truth, veracity and fair play. When you have a caretaker governor who allows staff to contact Trade Associations with funding requests or legislation pending in Springfield and offer to arrange meetings with the governor in exchange for a $15,000 contribution to the his political war chest, that is direct evidence of an inherent lack of integrity.
Smart Economy Initiatives
A smart economy includes the proliferation of Cleaner, Greener, more energy efficient and technologically advanced manufacturing plants.
Nanotechnology
Illinois must surge to the forefront in the development and use of Nanotechnology. This promising manufacturing technology will result in production that is more exact, more effiecient, cleaner, greener, and less expensive.
Business Development
Rather than offer humongous tax breaks to lure a few major corporations to Illinois, we should commit a modest amount of resources to help existing Illinois businesses grow.
Job Creation
Initiate a series of Public-Private Partnerships funded by $2 Billion dollars in Capital Budget Grants to help Illinois businesses, grow; effectively compete in the national and global marketplace; increase production and create 100,000 sustainable, private sector jobs.
Revise Our Resource Allocation
More spending on education, rehabilitation and skill development and Less spending on incarceration.
Tax reform
Comprehensive Tax Reforms to stimulate the State’s economy and foster full employment.
